A new meaning of Commonwealth-funded aged care service was included in the Aged Care Quality and Safety Commission Act 2018 (Commission Act) to more appropriately capture specific programs that are grant-based. This commenced on 1 January 2019.

The specific programs captured by this definition are contained in the Aged Care Quality and Safety Commission Rules 2018 (the Rules) and include the Commonwealth Home Support Programme (CHSP).

Various parts of the Rules apply to CHSP services. This includes quality review, monitoring arrangements and dealing with non-compliance with the Aged Care Quality Standards (Quality Standards), which started on 1 July 2019. For example, decisions regarding serious risk following a finding of failure to meet the Quality Standards may now be made in regards to a CHSP service.

Publishing information about Commonwealth Home Support Programme services

The Commissioner may make publicly available the following information about a Commonwealth‑funded aged care service:

  1. the name and address of the service
  2. the number of aged care consumers (consumers) at the service
  3. the services provided by the service
  4. the facilities and activities available to consumers of the service
  5. the name of the service provider of the service
  6. information about the variety and type of service provided
  7. information about the service provider’s performance in relation to the provider’s responsibilities under the funding agreement that relates to the service
  8. any action taken, or intended to be taken, under the Commission Act or the Rules to protect the welfare of consumers of the service, and the reasons for that action.
