Following a site audit conducted on 28 November 2022 to 30 November 2022, the Commission made a decision on 11 January 2023 to re-accredit this service.

The period of accreditation of the service will expire on 11 January 2026.

During the COVID-19 pandemic, the Aged Care Quality and Safety Commission has temporarily modified our Regulatory Program, including the suspension of site audits to determine whether to accredit, not to re-accredit or vary the periods of accreditation for a service. 

In order to give effect to continuity of accreditation the Department of Health has, under Section 42.5 of the Aged Care Act 1997, made a decision to grant ‘exceptional circumstances’ to this service 16 February 2023.

The service remains subject to compliance monitoring by the Aged Care Quality and Safety Commission.

Non-compliance update

Following an assessment contact conducted on 19-20 February 2020, the Commission made a decision that the approved provider of the service is non-compliant with two requirements of the Aged Care Quality Standards.

Following a site audit the Commission made a decision on 22 November 2019 that this service met one of the eight Aged Care Quality Standards. The service is re-accredited for 7 months until 30 June 2020.

Serious risk decision

Following a site audit conducted on 16 to 21 October 2019, a delegate of the Aged Care Quality and Safety Commissioner made a finding that Carino Care Pty Ltd failed to meet seven Aged Care Quality Standards (Quality Standards) in relation to Carino Care at Russell Lea.

On 17 December 2019 a decision was made that failure to meet seven Quality Standards has placed the safety, health or well-being of aged care consumers of the service at serious risk. The Department of Health has been notified of the risk.

Serious risk is not an ongoing state; it is a statutory decision based on evidence at a point in time.

The Aged Care Quality and Safety Commission will continue to monitor the performance of the service including through unannounced visits.

Following an audit we decided that this service met 20 of 44 expected outcomes of the Accreditation Standards. This service remains accredited until 30 November 2019.

Serious risk decision

Following a review audit conducted on 13 – 16 May 2019, a delegate of the Aged Care Quality and Safety Commissioner made a decision that Carino Care Pty Ltd. failed to meet 24 expected outcomes in the Accreditation Standards in relation to Carino Care at Russell Lea.

On 28 June 2019 a decision was made that failure to meet seven of these expected outcomes has placed the safety, health and wellbeing of consumers of the service at serious risk. The Department of Health has been notified of the risk.

Following an audit we decided that this home met 42 of the 44 expected outcomes of the Accreditation Standards and would be accredited for one year until 30 November 2019.

Following an audit we decided that this home met 34 of the 44 expected outcomes of the Accreditation Standards. We decided to vary this home’s accreditation period. This home is now accredited until 30 November 2018.

Following an audit we decided that this home met 44 of the 44 expected outcomes of the Accreditation Standards and would be accredited for three years until 21 October 2018.

This decision has been reconsidered and as a result the period of accreditation for this home will now expire on 21 October 2019. The reconsideration decision and audit report is attached.
